Description

Background
LALICS (www.lalics.org) is the Latin American chapter of the Globelics Network (Global Network for Economics of Learning, Innovation, and Competence Building Systems, www.globelics.org). It gathers scientists and researchers engaged in the study of the innovation processes, learning processes and capacity building, and their linkage to development national and regional innovation systems, according to region specificities in Latin America and The Caribbean. LALICS reaches more than 350 researchers and postgraduate students in this research field. It is a community that is consolidated already, but it keeps growing.
LALICS and has organized a series of events for PhD students: LALIC Academy 2013 in Rio de Janeiro, LALICS-YSI Academy 2018 in Mexico, LALICS Doctoral Forums in 2017 and 2018 in Mexico City and in 2018 in Buenos Aires.

Objectives
The Academy will generate instances of training and exchange among PhD students in Latin America, and between them and distinguished scholars in the field. Its’ main aim is, thereby, to facilitate the construction of academic spaces for interaction and cooperation between students and academics in the region, in the field of studies on the relationships between Science, Technology, Innovation, Society and Development. The purpose is to increase and strengthen regional capacities oriented to the construction of research agendas and the development of STI public policies committed with social inclusion, and economically and environmentally sustainable development.

Foundation
This Academy represents a valuable opportunity to promote the development of research agendas, and critical and informed reflection, on STI policy in the region.
PhD students, as future academics, STI managers and / or public policy makers are an audience of special interest to LALICS, since they are in relatively early stages of their academic and professional development.
In this regard, it is expected that the contribution and collaboration in the training of postgraduate students in the region, positively influence both the generation of research agendas that address issues relevant to the social and economic development of Latin America, as in the design and implementation of contextualized, systemic and long-term STI public policies for the region.
Thus, the second PhD Academy is configured as a synergistic and fermental space for the generation and reinforcement of: i) lasting links between students and academics of the region in the field and, ii) the capacities for the design and implementation of STI for inclusive and sustainable development.

Addressees
The academy is specifically aimed at PhD students from the region, in the field of science, technology and innovation studies. It is expected that between 25 and 30 students will participate.

Structure of the event
The Academy will elapse for six days of intense work, from the 19h to 24th of September 2019, from 9:00 to 18:00, representing a total of 50 hours of classroom work. The program will have an important content of classes, seminars and workshops dictated by academic members of the network. Additionally, students will work in teams, from the first day and according to instructions given by the academic committee, and will present results on the final day of the Academy.
The mornings will be destined to classes or seminars, the first ours of the afternoons will be of teamwork, and a senior scholar from the network will close each day with a conference. Some of these conferences will be open to the academic community.
